You do not have to spend a lot if you want to have a garden fountain. If you have a large flower pot, you can actually make one very inexpensively. The other things that are necessary are a submersible pump and a hose.
First, clean the pot completely, scrubbing off any debris. Make sure too that the pot does not have any leaks, which you can easily check by filling the pot with water. Seal any leak with epoxy putty or black garden liner.
Next, measure and cut the hose to an appropriate length between the pump and the pot. Connect the other end to the apparatus. Place the end of the hose at the lip of the pot and the submersible pump at the bottom of the pot. You can conceal or hold the hose by placing rocks, stones, and small potted vegetation atop it. Inject a bit of creativity here. For example, you can pile flat stones around the hose to hide it. Then build up the stone stacks to form steps from the tip of the hose to the bottom of the pot. This assembly will create a nice, slow-flowing waterfall.
Next, hide the pump's power cord and switch. You can drape the cord across the pot's lip, but accessing it from beneath the pot is best. The hole where the cord goes through can be made waterproof by using a sealant. Finally, fill up the pot with water to the appropriate level, and turn on the apparatus.
